Hard Disk cannot initialize or reformat? - cannot initialize 2200 scanner

I have a new 160 gig SATA drive and then on NTFS volumes by "fair use" LL management.I ", formatted like a backup of my old 40 gig IDE hard drive (FAT32). But the time it was initially through the install a program that caused the error and the copy is used not resume until the bad sectors were reported in the Event Viewer. I tried to reformat the other day found a disk management, but the new drive is not allocated. so that the computer lead to initialize me first, but to my great regret, can not continue, or not to continue an obvious error. In Disk Management to initialize and format just my drive and gave it back.
